Well if your thinking about putting a turbo on a non turbo 2.3 DON'T. Go to the junk yard and get the EFI turbo out of a t-bird. They can be found pretty easy and not too expensive. If you want specifics you will need to post what year turbo or n/a engine your talking about and what car it came from as there are many differences.

If you have a 85 the block/head can be used. The NA setup is not really ready for boost. Turbo engines have forged dish pistons and hardened valves so they can run hotter and detonation wont blow through your piston on the fist shot. I have heard of guys bolting on turbo/exhaust and make it run but dont exceed like 6-8 psi of boost. Your fuel system will not handle the added power. To do it right do this:
1.Engine/tranny from TC 87-88 being the highest HP.
2.Processor LA2 or LA3 from same car.
3.Make sure you get VAM, barometric sensor, and anything bolted to the motor.
4.If you do not want to use the stock IC on top of motor get a front mount IC from Audi/SAAB.
5.Put it in and go smoke some v-8s and all the rice you can eat!
My cousin has a 89 notch with 85 SVO gear and mods. He is shakin out the bugs now but that car will be a monster!

Crank and Rods are the same... Only difference in the Block is that it already has the provisions for Oiling the Turbo...
Think the 87-88 Turbocoupes use Hypereutectic Pistons, but that are Dished for Low Compression...
Old Heavyweight Large Body Platform, two Muscle powered feet, that get traction from a set of size 12 generic shoes. Needs alot of bodywork, and hard to start in the morning... Used to be alot faster, but now does the 1/4 in 330sec at 2.7 mph.
For oil supply/return to turbo:
The oil supply is an additional fitting from the oil pressure sensor on the back of the head. The turbo cars have a straight adapter with a 1/8"npt female teed inline with the sensor port. Then you can use a AN fitting or plumb your own to the turbo.
The return is a hole in the side of the block. To my knowledge all the 83.5-84 blocks have this hole and is just plugged with something. You could either get a stock turbo return line or make a custom one with AN line/fittings.
The water supply lines can be grabbed from a 86 or newer turbo car. It is just the top steel supply to the heater core. It will have an additional tap for the turbo supply. The return just returns to the block under the turbo. There is an allen plug if it is not being used.
