As stated the 29 in/Hg is what you are normally going for. That number, of course is at sea level, so you have to adjust if you are above sea level. It appears you are only @ 500 ft above sea level so basically you should be right around 29 in/Hg with full vacuum on the system. I am just under 5K ft above sea level so my reading would be @ 25-26 in/Hg. If you are not able to pull past 24 in/Hg then either your gauges are off and need to be recalibrated or you have some sort of leak in the system.

You should hold the vacuum for a minimum of 30 minutes (valves closed & pump off) before attempting to fill with freon. If the system loses vacuum during that time, again you have a leak.

Personally I have not had many issues with Evaporator cores in Foxes over the years. Yes, then can go bad, but in my experience that is rare. Replace if that makes you feel better, but may not be needed. The heater cores can be a totally different story all together. Good Luck!

Did you replace the orifice tube at any point? I don't see how a bad one could cause leaking on the suction side, just grasping at straws here.
