Underneath the carpet (or maybe the pressboard spare tire well cover) in my hatch are these two plastic bags, one on each side of the spare tire well. They contain a few pieces of what looks like folded cotton fabric.
What is the purpose of this?

It's thermal insulation. The exhaust is directly below it on the underside of the car.

Why would they put plastic and cotton over an area that is going to get hot?
I don't believe that is what these "bags" are for.
In my car, which I ordered with the Luxury Interior Option.
This option includes the Luxury sound package. This does not mean radio, it is for sound insulation.
They were mounted over the rear wheel well tops to lower the road noise entering the car.
