They stick onto the water pump hub due to corrosion. Similar to rear brake drums sticking to axle hub.
The button sticking out is part of the water pump hub. The pulley has a hole in the center.
Remove bolts, then spray center hub area front and back with spray, let it work in.
Lightly tap flat part of pulley around the hub area with hammer.
Coat water pump hub and or back of pulley with antisieze before reinstall.
Never had to use a puller on mine, which is a 2 groove, but similar.
I took that was a typo, and he wanted the PULLEY.

Sorry I don't have one but I just looked at pictures of my old Turbo and if it helps any, It looks like you are correct. My turbo had a 2 groove pulley, not a three. Look at Rangers, Aerostar vans and Pintos too.
I found a 3 groove water pump pulley in my stash of pinto parts today. Don’t remember what it came off of but I’m pretty sure it was a Pinto or Mustang II. PM me if interested.
