Default 1983 air pump dump valve control

What powers & controls the Dump vacuum solenoid I have circled above. It has 12vdc at all times while the engine is running while garage testing the system. Just curious if anybody knows what part of the electronic controls drop the 12v to allow air to be pumped up or downstream. maybe RPMs over time? trying to figure out how I can garage test to see if its working correctly If I unplug the solenoid to drop power, then vacuum is applied & air is pumped up or down based on manifold vacuum. That part seems to be working perfect.

In the service manual, it says to unplug the idle switch & wait 120 seconds, but there is no idle switch, just the A/C cutout switch (and my car doesn't have A/C)

Just a guess, but maybe it's the dashpot just below the idle adjustment screw.

The schematics in the library here, shows that wire going to an M.C.U. module mounted on the left side apron.

Not sure if its safari (my browser) or something else, but I can't seem to find much in the library.
    I'll keep trying though....

EDIT: looks like I have to login in, but my credentials from the regular forum don't seem to work.
