    The weights bolted to the pipes is to change the resonant frequency of the mass and stiffness of the exhaust system. This is a mechanical vibration that can be excited by road or driveline energy and then felt in the car. It doesn't have anything to do with acoustics in this case, it is a purely mechanical behavior.
