I don't see why you couldn't. I actually wired mine so that the outer lights are low and high beam and the inner two are on the foglight switch with Silver Stars.

I have 4 H4 bulbs connected with outer ones as low/high and inners are ”fog”/high (both with own on/on/on switch). So I can use all low beams, or only inner/outer ones. And same for high.
do you have an example or diagram of how you wired it?
This is just quick sketch, use SPDT center on switches and always use fuse (didn’t draw it between battery and relays).
Just be aware - in many states 4 headlights on on low beam is illegal. Also, even if it's legal, be prepared to get flashed by multiple people who think your highs are on even when they are not.
