Yeah 21k seems about right to me for that low of miles. Assuming it's indeed as advertised.
Check Barret-Jackson or Mecum past auctions in the last year or two. One of them had a bunch of like new Mustangs that went through the auction - as in plastic still on seats and factory markings on windows. That should give you something accurate to go off of. And I'd be really suspicious of the miles and make sure the docs aren't forged or reproduction. Also be aware you will have some issues to deal with from non-use.
