This can get really tricky and I can only comment based upon my own experiences - consult legal counsel where needed.
The vast majority of state statutes on title and ultimately license is that the vehicle is to have both in the locality where it is primarily stored.
What I've seen done before is store the car in the state where it was last licensed/titled. Get ownership transferred there, then transfer from there.
A notarized bill of sale and a cooperative previous owner are mission critical in the process in nearly all cases.
if buying a car from someone that doesn't have the car in their name, insist they get it in their name before you exchange any funds.
