If you are referring to red oxide type primer, I seriously doubt it.
If the primer is a tinted primer and the similar in color to the top coat, then yes that is quite often the case, especially with poor coverage colors such as red, yellow, etc.

I don't think they even use tinted primer. I think it is just gray primer.
