A/C was always optional in all LTD/Marquis models

Are the vacuum connections on the non-A/C control panel the same as the A/C control panel? My car has the A/C removed but still has the A/C box and control panel. I'd like to put in a non-A/C control panel but have no desire to pull the heater box out again.
Far as I know, the non AC cars have no vacuum lines, just 2 cables..
Not sure if this helps but in my 88 Mustang the only difference between a/c and non- a/c stuff was the dash controls.
