Default Power steering pulley hard to turn

So I installed my power steering pulley, have it all mounted up, and the dang thing is hard to turn. It appears to be sitting up against the pump seal that makes me believe it's rubbing, causing drag. I could've swore my old pump turned as freely as the alt or water pump, but maybe I'm mistaking? The old pulley and the new pulley appeared to be identical. Feel like a putz asking, but I haven't messed with one in years, and the web was useless in searching.

New pump too, or just the pulley? I think there's a shoulder of some sort so that a pulley doesn't "go on too far", and I think if the pulley and shaft are rotating fine together, then it might be the pump is what's stiff/er?....

Thanks for the pics. It looks like it does sit against the seal. Yes it's a new pump. Maybe that's what it is. But, I will admit, I took it to a friend that has a puller, removed the pulley, and decided to replace the pump anyways. He told me to just use a bolt that fits, and continue to add washers to the bolt until the pulley was seated. So, that's what's I did. I didn't apply brute force to tighten it, just simply snugged it up.

Who knows, maybe I'm overthinking it.

Shop manual says the pulley face should be flush to the pump shaft end within .010
    The pics show the details.

Could always putz down to auto store and have them pull another one for you to check how that one turns.
Try to turn it back and forth to gauge resistance.

With the pulley, should move by hand grip with drag from the pump parts.
Vaguely like a moving a brake rotor with pads installed.
Free spin like an alt? No.

Update on the pump. I used a remover, doesn't have the installer with it, and backed the pulley off a couple of turns. I immediately noticed it spun about like my water pump, but had about an 1/8" play back and forth. I then reinstalled my bolt with washers, and slowly snugged the pulley back up. This took out the play, and allowed the pulley to spin by merely grabbing the goofy nose on it. Problem solved. Thanks fellas.
