    I checked the line at idle, correct no vacuum. So I was listening a little closer and found that it sounded more like an exhaust leak around the cat. I followed the metal line from the air pump and found this. Would this cause the sound I described? What's the best way to reconnect this. Weld it? The pipe ends almost don't reach each other. I'm thinking it's been this way for awhile.

    Welding (or OEM replacement) would be best. You can always weld in another section of tubing, to make it reach comfortably. And if you're going to do that, you might as well cut back the deformed part on the right. Or some tubing larger enough to be used as a sleeve, and welded on.
    Some high-temp hose and a couple of heater hose clamps should get you through OK, until you decide what to do.

    I guess someone needed to drop the exhaust, and didn't bother with doing it the right way. The Downstream Air tube is butchered on mine, too.

    To answer the other question, that broken tube will definitely allow air into the exhaust system when
    it shouldn't be, not to mention it's a pretty good exhaust leak.
