Default 84 Mustang Instrument Panel Gauge Voltage Regulator install location

I am going to be buying a new Instrument Panel Gauge Voltage Regulator and I was wondering if anyone has a picture of the location it goes. I know its supposed to go behind the dash cluster but all I see behind mine is a green electrical mylar type membrane.

Also any links or recommendations for replacing the dash lights with good quality LED's?

When looking at the rear of the cluster (with the flexible circuit board) the IVR is to the far left, between the two smaller gauges.

Thanks, I saw this pic online, wasn't sure if that was it or not. Do I have to partially remove the flap to access the IVR?

Also, any suggestions on good quality light bulbs as replacements? I was thinking LED's. Is there an upgrade for this set up?

Yes. The flap/IVR have connections like a 9v battery.

If common sense was common wouldn't it just be sense?
