I have an 82 capri 5.0 and while the car is warm, at idle it revs up to about 1300 rpms then back down. It does it fairly periodically. what could the problem be?

Is it efi swap ? Or carb
it is carb. stock 2 barrel and intake, it was rebuilt 40k miles ago, 12 years ago. so it did a bit of sitting around. not sure if maybe that would help narrow down what it could be
Reason I asked was vaccum leak on efi would spike the idle
Vaccum on a carb would lower idle or make it stall out
Try disconnecting the throttle cable, and see if it does it.
