Well, without more information it will be hard to know which flares exactly you are referring to.
Maier Racing makes two different flares for the Fox body cars, 1.5" and 3" Both are exaggerations of the stock fender style. Here is a link http://www.maierracing.com/
Tiger Racing/Paul Brown made fender flares for the Fox body cars, although maybe a bit more racing oriented than street. I am not sure if they are still available or in business with Paul Brown passing away last year and I didn't have much luck finding a website, but maybe you will fare better.
Perform Resources is another company to check out. They made the original Ford Motorsports SVO fender flares and still offer them. They are a bit more like an exaggerated version of the Capri fenders rather than the Mustangs. Here is a link to the online store. http://www.preformresources.com/store.htm#Mustang
I am sure there are others, but that is all I can think of right now. If you can possible get a picture uploaded or give us a link to the picture we might be able to narrow down which flares you are interested in.

The late 70's/early 80's Ford Factory Fox flares were huge
The early IMSA and M81 flares were around, but are pretty much a 1978 hangover with a low hip-line bend which doesn't look as cool today. But with 285 front and 335 Pirelli P7's or P700's, or Testa Rosa TRX's, they do. Instead, they came out with too small HPR Firestones

The later setups are more integrated, and look a whole lot better. The 79-85 Fox Capri was the best, but the guards were just blisters which didn't go beyound the stock Mustang Fox wheel flare, so they aren't worth any extra wheel covering.

The car in question is a drawing, so that is always suspect. You can make anything work in 2D, it's the 3D that makes things difficult!
The flares in question are actually 260Z fender flares. This subject has been discussed and several Fox Mustang Road Racers have used these type of flares for additional tire clearance. I won't say they are a direct bolt on as some massaging is needed to make them fit, but the 260Z flares are very close in shape to the Mustang's fenders and quarters. The flares themselves are pretty flexible so the install is pretty easy. JDM seems to be the major seller or manufacturer of the flares and they are generally selling them as "universal" as they can be made to fit a lot of vehicles.

That's an awesome car there! I have been drooling over it for years. I especially love the drop in the driver's door to aid in entry/exit of the car. Thought about copying that myself on a race car. The flares look great on it too, but as stated they are the Tiger Racing flares. Hopefully someone will be able to produce them again in the near future as I know several racers wanted them for NASA American Iron and Iron Extreme.

Now I got to start working out how to fit 18x10 and 18x9 or 17x9 up front.
Shouldn't be a problem with the flares. I have 18 x 9" on the front of my '79 coupe without flares. Did they tell you how much they stick out? I looked on their site, but I could only find full fenders at something like $700 each.

As stated fitting the 9" up front is easy even with stock fenders. I run 17X9 Cobra R's on all 4 corners of my 79 PC without any issues. With the flares you can fit a 10" up front without any issues. The question can be are you better to run a 10" wheel/tire up front or widen the front track and run the 9". Depending on what you want/need the car to do will help you answer that question. With the right setup you can do both, you just have to get your offset right on the wheels to make it work. Personally I would install the SN95 length front control arms and widen the track as much as possible. That alone with improve the handling immensely even if you stay with a 9" wheel. You will also see a dramatic change in the how the car feels since in stock form the Mustang actually has a wider rear track then front which is part of the reason it pushes or understeers in most high performance driving. The addition of front track width helps to balance the car and allow more neutral handling which is always a good thing!

For 18x10 in the rear I just trim the quarter openings or bend it up?
