Your 84 GT should have the horn button on the steering wheel, not the turn signal switch. Maybe someone switched out the steering column from an earlier year car. 1984 was the first year for the horn button to be moved back to the steering wheel.
The standard steering wheel is the "A" two-spoke model:
This wheel is available in two types - one with cruise control and without.
The second style wheel is the upgrade wheel, which is a more modern 3-spoke style similar to that on the SVO:
There's only one problem, if the steering column has been swapped out and you're wanting to install one of the original factory style wheels, you'll have to find a donor column from an 84+ model because the spindle is different.

Its a cruise control steering wheel but the center emblem or whatever is missing what does it look like and can i buy it?

In the factory brochure for '83, it shows two types of steering wheels.
The one on the right side in the picture below.
And the one in the middle of this page.
What does it say about the seats in that brochure ? Those are my seats and i have the mesh in the head rest... People say they might be recaro's
No, though they look like Recaros, they're not made by them. They're made by another company. Lear Siegler I believe? Those seats were optional, they were called sport performance seating. That was the first year they were offered in the Mustangs, and the only year they had the mesh in the halo headrests. In 84, they deleted the mesh.
If they take my stapler, then I'll set the building on fire...

And sometime in the middle of '84, those "Sport Performance" seats were replaced with the "Articulated Sport" seats found in '85 and '86.
Sport Performance = code "H" on your door tag or build sheet ('83 and early '84)
Articulated Sport = code "P" on your door tag or build sheet (mid '84 through '86)

I am curious, what if you just have an 83 stem in there, IF you push it does it spring back? I have an 83 and an 84 1/2-the 84 has regular horn not on the stalk.
Someone easily could have put that stalk in there.

My cars signal switch looks original and it does spring back.
217017 is much too late to have used left over parts from '83.
As much as you would like to believe the multi-function switch with integral horn is original to your '84 GT, I'm going to have to say it probably is not.

He says aftermarket wheel... I always hear of folks havin fits gettin horns to work in those. could be possible they swapped to an earlier switch to keep the car legal. It isn't unheard of to put an 82 or earlier switch on a later column. I put my 82s signal/horn on an 84 or 85 column that I'm puttin in my car during her rebuild
