Default no power to fuel pump

ok car is a 94 Toyota Corolla with a 1.6L and manual transmission.

Car ran fine and as it pulled out of driveway it shut off. No stutter or any warning. Ran fine for the last 6 months with no issue. I have done the following trouble shooting:

Checked main EFI relay, Circuit open relay, voltage reading at the pump which was .1 volt and should have been source voltage (battery). Pump does not prime even after sitting several days. I also need to jump the diagnostic connector to see if that turns pump on. If so then I have a relay issue or a wiring issue. Since both relays in the fuel system checked out ok it would point to a wiring issue?

I know the following may still be an issue:

ECM which provides ground to turn pump on, Distributor also plays a part in the pump working but it should still prime without a signal from the distributor right?

Running out of ideas and this is my future father in-law so I'm not getting paid for this. It's just a favor that is becoming a pain in the rear.

I did a visual but I will ohm them out to make sure.

Chilton doesn't have a diagram for this car and I don't have access to alldata or Mitchell's on demand.
