Does anyone make a bolt on 5" cowl hood for the 83-86 mustang?
Not the extended cowl...

I wouldn't pay $410 for a champion fiberglass hood. There quality is horrible. I had one on my old 86gt and it spider cracked everywhere and took a lot of filler and sanding just to get it unwavy. The spider cracking wasn't at the filler either, it was in the fiberglass.

Does it need to be a bolt on hood? You can always trim a lift off hood that extends to the windshield. I did on my 87gt to accept wiper blades.

I guess $410 isn't the bad considering Cervinis 4" bolt on is $495

That may be true but the quality and customer service of Cervini's merits the money

Champion hoods are mid quality hood. I wouldn't put one on a nice car but I would a weekend car where I care more about how it runs than how it looks. You can't expect them to be as nice as Cervinis when they are half the price of Cervinis. You get what you pay for.
