I noticed that I don't have vents on the center part of my dash. Is it because I don't have A/C?

You're correct.

4 vents = factory AC
2 vents = no factory AC

I say "factory" because AC could be added after, which may involve installing additional vents that weren't there from the factory.

Starting in either '84 or '85 there were four vents even if the car didn't have factory AC.
