Figure out which wheels you want to run first as there are many different ways to go 5-lug, and certain ways only allow certain wheels to fit.

Brake upgrade too or just replacement 5 lug rotors and axles?

Ya, there are a few different ways to do it. The back is straightforward as long as you are sticking with the drum brakes. Figure about $75 for used ranger axles and another $75 for a pair of Ranger drums from the autoparts store. Probably not a bad idea to figure a few bucks for brake shoes if you do new drums. Probably save a few bucks if you are able to find a nice used set of drums but I never have.
For the front, if your only goal is 5 lug and you have the original brakes still (this is for an 86, right?) , you can get a pair of ranger rotors from the parts store for about $50 and then all you need are the bearing caps and wheel bearings if need be although the original bearings can be reused if memory serves. Pretty much any wheel should fit this setup.
Next step up in front is 87-93 V8 spindles with Lincoln rotors. I have spent anywhere from $20 to $100 for the spindles and calipers used and then another $60 - $100 or more for the rotors and bearings from the parts store depending on if you need brake hoses and whatnot as well. Some wheels (like the 2000 Cobra wheels I believe) wont clear the bearing cap or wont allow the center cap to be installed.
Next step up is SN95 style which if you can get a decent used setup, I have seen for about the same cost as doing the 87-93 stuff, I think its just a little harder to find because alot of people go that direction. I have not personally done this one myself so I dont know what all else needs to be changed but Im pretty sure the master and some plumbing work would have to be done.
