Surprisingly, a search has netted me very little on this.
I've got a set of VERY VERY stained and dirty vert rear inner 1/4 panels. They're going to be painted black.
what is the best way to prep and clean these babies, yet still be gentle enough to not tear them any further?? thanks!

Are they plastic, vinyl or carpet?
Wesleys Bleche White is a great cleaner. Just use an adhesion promoter before you spray them with the dye.

thanks, where can I find it, parts store??
they're vinyl...at least the arm rests are...the rest of the quarter is wrapped in some kind of material that looks vinyl/leather...idk...have you ever been in the back of an 83-89 vert?

Most Important. Use soap and water, and a wax and grease remover to clean panels!!!
When I worked in a ford body shop, we used to wipe the panel with thinner, before it dried we would spray a lite coat of paint on the panel. The thinner softened the plastic up slightly and allowed the paint to penetrate into the plastic. Just dont put alot of thinner on it.
I worked at the same shop for over 8 years and never had any of those parts come back for flaking.

For prepping, I use just simple green and the VinylPrep which is a very strong solvent too. I then use the adhesion promotor before the dye.
I've been thinking of trying the SEM Sand Free as that is supposed to prep the surface so it will take a coat of dye/paint too.

I used SEM products to convert my light blue panels to charcoal gray. They turned out like new. Eastwood company carries a full line of SEM products. The most important job is cleaning and use plastic pre-prep also made by SEM products.
