i have no options for smiles

to the right of the text box its blank? do i have to earn the right to use smiles or something?

Click on User CP at the top left of your screen. In the drop down menu, click Edit Options. Scroll all the way to the bottom and change your Messenger Interface to an advanced version instead of "plain text box".
Save the changes and smilies will show up on the right after you click on Reply.
