if you turn off the CAPS , you may have your high idle when cold. :D

There are actually three adjustments that can be made on the CFI fast idle system. One by rotating the cap, one to set the fast idle RPM, & another that involves the fast idle pull-off vacuum motor.
In your case it sounds like you may need to set the fast idle RPM. This is done by turning the fast idle setting screw that is below & in front of the cap. I have mine set at 1500 RPM's on the middle step of the fast idle cam with the engine at normal operating temp. You can adjust this higher based on your individual needs.
PS, it would be a good idea if you did turn off your caps. It makes it seem like you are shouting at us.
