Is this a 79 Pace Car?

It looks like one converted to prostreet. I guess it is hard to tell without the VIN, but look at the front end and dash bezels.

It might be, but isn't necessarily. The nose was shared with 80-81 Cobras and 82 GTs.

The VIN would be the best way to know.

It's possible, but that is one of the more sought out 4eye noses around. I wouldn't be suprised if it were a 79/80/81/82 GT/Cobra with a black interior and/or nose swap.

It didn't look like it has a sunroof, so I'm going to say it's not a Pace Car.

No emblem on the dash.

The VIN sequence is the best way to tell. Another way is to unscrew the dashpad and remove it. In the middle is a white lable that sez 'Pace Car'. It was an assembly line identifyer at the Dearborn plant during vehicle build. Once the Recaros were installed, you knew which ones were the Pace Cars.

I think they all came with Premium sound system that had underdash mounted on/off switch.

Not with that material. The pacecars were the only cars with that material on the seats so his statement is correct.

I don't know what you mean by "that material" because they only came one way: with a "houndstooth", or black & white checker pattern. It sounds like you're implying the PCs had Recaros with the houndstooth/B&W checker pattern and other models had Recaros without that pattern. If so, that's incorrect.

Not only the pace cars got the recaros. As a matter of fact not only the pace cars got the black and white checkered hounds tooth material on the recaros either. I know for sure that you could get the recaros in 79 cobras and black magic capris. I have seen both, factory original with recaros and the hounds tooth material that was standard on the pace cars. I don't know if you could order the recaros in all the models though.

Recaro (1979-82)

"Recaro front sport seats were offered for the first time in the 1979 Mustang Pace Car model. These reclining front seats (Recaro's "N-wide" models) came in black-and-white "checkerboard" trim with gray open-mesh headrests. The orthopedically designed Recaros feature a wide range of adjustability that includes thigh and lumbar supports. Recaro front seats also became an extra-cost mid-year 1979 option and continued as optional equipment with the 1980 cobra package. For 1981, Recaro front seats continued as an extra-cost offering. For 1982, optional Mustang equipment included Recaro front seats as part of an $834 Recaro Trim Package. This trim option also added the Recaro's houndstooth upholstery pattern to other interior trim surfaces. For 1983, the Recaro option was discontinued."

I have seen them both, and the pattern is slightly different. I have never read on any site except for what you just posted that the pacecars didn't have a different material, in fact I remember a thread a while back about someone picking up some recaros with what they thought was the same material as the pacecars only to find out it wasn't the same pattern. If you can prove me wrong otherwise do it. Like with pictures and or official documents.
