Wheels are SUPPOSED to have tires 2" wider. 16" x 7" wheels are SUPPOSED to have 225 mm tires. Not much wider and not much skinnier.
A 265 mm or 255 mm tire is WAYYYY too big for a 7" wheel.
225 mm = 8.86"
255 mm = 10.04"
265 mm = 10.43"

For optimum performance, the section width should be as close as possible to 2" wider than the wheel width.
A 255 mm tire way fit to a 7" wheel but its handling characteristics will be changed, dramatically. This is the reason why tire manufacturers recommend their tires be installed on a specific width wheel and inflated to a specific pressure. Those are also the reasons that vehicle manufacturers stick to the 2" rule.
