you may want talk to a plastic bumper repair outfit in your area about the bent part. a heat gun might work from the back. as for paint, i'm doing
that job right now. if the paint is spidering or peeling right off you'll
have to start fresh (lots of fun). start with cleaning the parts to get any
grease or silicone off. sand with 80 or 100 grit to scratch the paint to
help the paint stripper soak in, the only company i know that makes stripper for urethane (ugly yellow colored) parts is Mar-hyde (a div. of bondo). the part # is 5611, this stuff is wicked bad for you and will dry clean your lungs (do outdoors!). one thing they don't mention on the can
is coverage but depending on how many coats of paint you have on there. best focus chemical stripping on higher detail areas (where you cannot sand easily) that will save effort and $$. use an old toothbrush in hard to reach areas. if there are any
chips or small dings Mar-hyde also makes a flexible filler for these under part #3310. once you have that done, get the part sanded to 120 grit. wash the part again. then it's time to prime,Mar-hyde part #3611 flexible primer (there is a theme here, stick to the same product line for best results!). finally for paint, you can use the flexible aerosols
Mar-hyde sells, or take the parts to a bodyshop for custom paint, they will add a flex agent or over-reduce the paint (in this case do not prime, as the primer must be wet to accept paint and the shop will handle this)
you can paint with regular spray bombs just use thin coats of paint, but there is no guarantee this will hold up long.

Bulldog also makes a paint stripper for flexible bumper covers. Its in a spray can at Autozone.
I had somebody hit me in the rear corner and sliced the cover and all the moulding and bust the inner support on the rear bumper cover. I sent it to these guys:

It came back absolutely brand new. It wasn't cheap but in line with what I would expect to pay for perfection.

i don't know if there are any autozones in alberta, but most bodyshop
supply places can order most things you need even if you have to go into
calgary 15 minutes away, there's a Carlson's bodyshop supply in calgary,
i used to work for them, they carry everything you need
